For subs & bookkeepers on prevailing-wage jobs
Certified payroll done right — in minutes, not hours.
You already ran payroll. Drop it in and get a finished WH-347 — or your state's form — checked against your job's wage rates and ready to file. No retyping. No second-guessing.

Every week, the same scramble — gone
Less of your week. None of the worry.
You're not doing data entry twice, you're not learning a new state form, and you're not lying awake wondering whether a number's wrong. That's the whole point.
Your payroll, not typed twice
The hours and wages you already ran come straight in. You look it over — you don’t re-key a single line.
Any state, no learning curve
The federal WH-347 for all 50 states, plus each state’s own form — New York, New Jersey, California, Washington, Illinois, Pennsylvania, Massachusetts, Connecticut, Minnesota, Nevada, Rhode Island. We keep up with each form’s rules so you never have to.
Your real numbers — never a guess
The form is built straight from the payroll you ran, added up the same way every time, then checked against your job’s wage rates — and we flag anything off before you sign. Nothing on it is invented or guessed. It’s your numbers, formatted to spec; we never let a computer decide a wage.
From payroll to filed
Three steps, and you're done for the week.
Import the payroll you already ran
Connect QuickBooks or drop a CSV from ADP, Gusto, or Paychex. Save the column mapping once; it sticks for next period.
Look over what we flag
A missing fringe, a rate that came in under the wage determination, a zero-hour week, a missing Social Security number where the state requires one — we point them out so you can fix them before you file.
Certify, then export the file
You sign the Statement of Compliance. We hand you the finished WH-347 or state file, ready to send. It never gets submitted on its own — sending it is always your call.
Whatever your job requires
Your form's already in here.
The federal WH-347 and the state forms that look nothing alike — we handle each one so you don't have to, and we keep adding more. Every paid plan includes all of them.

You stay in control
We do the paperwork. You stay in charge.
We flag it. You decide.
When something looks off, we point it out and leave the call to you. We never change a wage or quietly “fix” your numbers.
Nothing files itself.
Nothing goes out until you’ve looked it over and signed off under your own name. PayrollPenguin never submits a filing on its own.
Never an out-of-date wage rate.
Every wage determination shows when we last confirmed it was current. If we can’t confirm it, we tell you — we’ll never quietly hand you an old one.
A record you can point to.
Who reviewed and certified each report, and when — saved for your files in case anyone asks.
Your crew's data, protected
Social Security numbers, kept safe.
Certified payroll means handling your crew's Social Security numbers and pay. We treat that information the way you'd want yours treated.
- Never stored in full
- We keep only the last four digits of each Social Security number — the full number is never written to our systems by default.
- Walled off
- Your company’s data is sealed off from every other company on PayrollPenguin. We check it, every release.
- Supplied only when a form needs it
- If a state form requires the full number, you provide it at export — it’s used in memory, logged, and discarded.
- On the record
- Every time a report is opened or certified, it’s logged — so there’s always a clear trail.
Questions, answered plainly.
Do you file for me?+
No — and that’s on purpose. PayrollPenguin gets the report ready to send. You look over what we flagged, sign the Statement of Compliance under your own name, and export it. From there it goes to whoever runs your job — the city, state, or federal office that awarded it — to review. PayrollPenguin never submits it for you.
Do you guarantee my filing is compliant?+
No. PayrollPenguin is a reporting and formatting tool — not a compliance guarantor or a legal advisor. We put your own numbers into each official form exactly to spec and flag anything that looks off. You sign it yourself, and the office that awarded your job reviews it. That split is what keeps us honest about what we are.
Is a computer guessing my wages?+
No. Your report is built straight from the payroll you ran — the hours and wages you entered, added up the same way every time. Nothing on the form is invented or guessed. We do the formatting and the math; the numbers are yours.
Do I have to switch payroll systems?+
No. Keep ADP, Gusto, QuickBooks, Paychex, or your spreadsheet. PayrollPenguin does the one hard thing — the correct filing — and leaves your payroll where it is.
How do you handle Social Security numbers?+
By default, we never store full Social Security numbers — imports keep only the last four digits, and that’s all you ever see on screen. For the rare state form that requires the full number (like California’s or Washington’s), you supply it at export: it’s checked against the stored last four, used in memory to build the file, logged, and discarded. Any accounts you connect are encrypted, your company’s data is sealed off from everyone else’s, and every time a report is opened or signed it’s logged.
What does it cost?+
Plans start at $49/month with no setup fee, and every paid plan includes all covered states and federal WH-347. See the pricing page for the full breakdown.
